You have a few choices. There is shuttle service to Perpignan from the airport. See this page from the official airport web site for a schedule. The shuttle stops at both the train and bus station. I'm not sure about a bus to Prades but you can easily take a direct train. The trip last 40 minutes to an hour, depending on the train you take.
The last option is a taxi. By my estimation the cost is €78 one way during the day Monday to Saturday or €120 at all other times like a Sunday.
